Draft Convention for the Prosecution and Punishment of Terrorism

The League of Nations’ abortive attempt to define and limit terrorism.
States have historically had a difficult time agreeing on a definition of terrorism.
This draft convention, never ratified by any state, used this definition:
“All criminal acts directed against a State and intended or calculated to create a state of terror in the minds of particular persons or a group of persons or the general public.”
